The urgency of a Transitional Government for Ethiopia

The war that the F.D.R.E. dictatorial regime in Ethiopia is currently waging against the Amhara (or the Ethiopian citizenry) is one which is indicative of the state of desperation and imminent collapse of the régime. That is why the E.C.D.U. sends out its patriotic appeal to the Ethiopian people to take steps towards the rapid establishment of their democratic transitional government, thereby ensuring the safeguard of the country and creating the conditions for the drafting and the adoption of the new Constitution for Ethiopia.

London, 12th August 2023 A.D.

It is to be remembered that, on the 29th of April 2023, the E.C.D.U. had presented the Ethiopian people with the modality for the peaceful and democratic establishment of a Transitional Government with legitimate authority, in a document entitled: "National Road Map for a Democratic Transitional Government" ( www.slttunhzb.net ). In a rebuff to this salutary and peaceful solution, the F.D.R.E. dictatorial regime has chosen to intensify its horrific anti-Amhara / anti-citizen campaign all over Ethiopia since April 2023. Between the 07th and 09th of August 2023 alone, hundreds of peaceful inhabitants of such provincial cities as Bahr Dar, Gwender, Shewa Robi have been killed by the régime's heavy artillery fire and summary executions. During this time, the world's media were feigning not to see nor hear any of these horrendous crimes being committed in the open, they have now become accomplices and partakers to these crimes.  

On their part, the Ethiopian people, led by the ፋኖ፟ / Fanno citizen resistance forces, are fighting with great sacrifice and heroism to defend themselves and reassert their sovereignty over their country Ethiopia.

In a knee-jerk reaction and out of despair, the F.D.R.E. dictatorial regime, bypassing established procedures, has promulgated hastily, on the 3rd of August 2023, a state of emergency following which:

   • it has exacerbated the state of civil war already existing in the country by waging war against the Amhara or Ethiopian citizenry;

   • many thousands of civilian citizens have since been killed or maimed; tens of thousands have been rounded up and sent to secret concentration camps; millions have been displaced; inestimable property has been destroyed; next year's harvest is further compromised, putting the entire population in danger of famine;

   • due to this fratricidal war, the defence forces of Ethiopia are dangerously weakened; the country's security is more than ever exposed to external threats.

The Ethiopians' Citizen Democratic Union (E.C.D.U.):

1) condemns in the strongest terms the F.D.R.E. dictatorial regime's barbaric acts; calls for the immediate cessation of all military operations against the population, and the immediate release of all imprisoned innocent citizens; 

2) recognises the legitimacy of the armed resistance of the ፋኖ፟ / Fanno citizen forces and supports them; 

3) launches its patriotic call to the entire Ethiopian people to continue their democratic and citizen struggle until the final victory, while guarding against the same machinations of imperialism that have sabotaged the outcome of the 1974 and 1991 democratic and citizen struggles, by circumventing this time imperialism's latest and ultimate machination in the shape of the fascistic idea of "Amhara nationalism" (a contradiction in terms); the Ethiopian people must prevent such divisions and uphold the citizen and democratic nature of their aim; 

4) considers that the F.D.R.E. dictatorial regime has definitively excluded itself from the establishment process of a transitional government in Ethiopia, as it has rebuffed any peaceful solution;

5) calls upon the Ethiopian people to expand over the whole of Ethiopia their struggle for the reassertion of their sovereignty and the restoration of democracy;

6) calls upon the Ethiopian people to rapidly take control of their capital city Addis Abeba, and by nullifying the foreign imposed F.D.R.E. "Apartheid constitution", take hold of State institutions, administrations and organisations, bring under their authority the defence and security forces, so that:

   • the national unity and the territorial integrity of Ethiopia are safeguarded;

   • law and order are restored; 

   • basic human and citizen rights are respected; 

7) addresses its patriotic appeal to the Ethiopian people to start as soon as possible the process of establishing a transitional government, opening the way for the drafting and adoption of the new Constitution for Ethiopia, without having to request any authorisation from anyone, as it is their sovereign right; 

8) with the greatest respect, suggests to the Ethiopian people, that the solutions contained in its document entitled "National Road Map for a Democratic Transitional Government" ( www.slttunhzb.net ) can serve as an adequate guide for the accomplishment of this sacred national duty.

La guerre que le régime dictatorial R.F.D.E. est entrain de mener en Éthiopie contre l'Amhara (ou le peuple citoyen éthiopien) indique le désespoir dans lequel se trouve le régime et son effondrement imminent. C'est pourquoi l'U.C.D.E. lance son appel patriotique au peuple éthiopien afin qu'il procède rapidement à la phase de la mise en place de son gouvernement démocratique de transition, pour sauvegarder le pays et entamer les phases de préparation et d'adoption de sa nouvelle Constitution.

Londres, le 12 août 2023 A.D.

On se souvient que dès le 29 avril 2023, l'U.C.D.E. avait présenté au peuple éthiopien le document intitulé : "feuille-de-route nationale pour un gouvernement démocratique de transition" ( www.slttunhzb.net ) contenant les modalités de l'établissement pacifique et démocratique d'un gouvernement de transition avec une autorité légitime. En repoussant cette solution salutaire et pacifique, le régime dictatorial R.F.D.E. a intensifié, depuis le mois d'avril 2023, une odieuse campagne anti-Amhara / anti-citoyen dans toute l'Éthiopie. Pour les seules journées du 1er au 3 août 2023, les villes provinciales de Bahr Dar, Gwender et Shewa Robi ont vu des centaines de leurs habitants pacifiques se faire tuer par les armées du régime, à coup de tirs d'artillerie lourde et d'exécutions sommaires. Les media du monde entier qui pendant ce temps ont fait semblant de ne rien voir ni entendre de ces crimes abjectes commis en public, sont de ce fait devenus complices et participants à ces crimes.

De son coté, le peuple éthiopien, encadré par les forces de résistance citoyennes ፋኖ፟ / Fanno, mène au prix d'un grand sacrifice et avec héroïsme son combat de légitime défense et de réaffirmation de sa souveraineté sur son pays, l'Éthiopie.

La panique et un sentiment de désespoir ont poussé le régime dictatorial R.F.D.E. à précipitamment promulguer le 03 août 2023 l'état d'urgence, sans se soucier du respect des procédures, suite à quoi :

   • il a aggravé la situation de guerre civile pré-existante dans le pays en menant une guerre contre l'Amhara ou peuple citoyen éthiopien ;

   • plusieurs milliers de citoyens civils ont été tués ou blessés ; des dizaines de milliers ont été raflés et mis dans des camps de concentration clandestins ; des millions d'autres ont été déplacés ; des propriétés aux valeurs inestimables ont été détruites ; la récolte pour l'année suivante a été compromise, à tel point que la population entière risque une situation de famine ;

   • en raison de cette guerre fratricide, les forces de défense de l'Éthiopie sont dangereusement affaiblies ; le pays est plus que jamais exposé à des menaces externes.

L'Union Citoyenne Démocratique des Éthiopiens (U.C.D.E.) :

1) condamne fermement les actes barbares du régime dictatorial R.F.D.E. ; appel à l’arrêt immédiat de toute opération militaire contre la population, et à la libération immédiate de tous les citoyens innocents emprisonnés ;

2) reconnaît la légitimité de la résistance armée des forces citoyennes ፋኖ፟ / Fanno et les soutient ;

3) lance son appel patriotique à l'ensemble du peuple éthiopien à continuer son combat démocratique et citoyen jusqu'à la victoire finale, tout en se prémunissant contre les mêmes machinations de l'impérialisme qui ont saboté l'issue des luttes démocratiques et citoyennes de 1974 et 1991, cette fois en circonvenant la présente et ultime machination de l'impérialisme qui a pris la forme d'inspiration fasciste de "nationalisme Amhara" (une contradiction dans les termes); le peuple éthiopien doit éviter pareilles divisions en maintenant la nature citoyenne et démocratique de son objectif final ;

4) considère désormais que le régime dictatorial R.F.D.E. s'est retiré définitivement du processus d'établissement d'un gouvernement transitoire en Éthiopie, puisqu'il a repoussé toute solution pacifique ;

5) appel le peuple éthiopien à étendre sur toute l'Éthiopie sa lutte pour le respect de sa souveraineté et la restauration de la démocratie ;

6) lance un appel au peuple éthiopien pour qu'il contrôle rapidement sa capitale Addis Abeba ; et, en annulant la "constitution Apartheid" du régime R.F.D.E. imposée de l'étranger, pour qu'il contrôle aussi les institutions, les administrations et les organisations étatiques ; pour qu'il ramène enfin sous son autorité les forces armées et les services de sécurité, afin de :

   • sauvegarder l'unité nationale et l'intégrité territoriale de l'Éthiopie ; 

   • restaurer l'ordre public ;

   • faire respecter les droits humains et citoyens fondamentaux ;

7) adresse son appel patriotique au peuple éthiopien, afin qu'il commence le plus tôt possible le processus d'établissement d'un gouvernement de transition, lequel ouvrira la voie pour la préparation et l'adoption de la nouvelle Constitution pour l'Éthiopie, sans avoir à demander l'autorisation de qui que ce soit, car cela relève de son droit souverain ;

8) suggère au peuple éthiopien, avec le plus grand respect, que les solutions contenues dans le document intitulé : "feuille-de-route nationale pour un gouvernement démocratique de transition" ( www.slttunhzb.net ) peuvent servir de guide approprié pour l'accomplissement de ce devoir national sacré.
